The European Commission has a the new strategic plan for Horizon Europe.
The key strategic orientations for EU’s research and innovation funding for 2025-2027 are:
- Green transition
- Digital transition
- A more resilient, competitive, inclusive and democratic Europe
The three key orientation follow the overarching principles of open strategic autonomy and securing Europe’s leading role in developing and deploying critical technologies.
There are nine European co-funded and co-programmed partnerships, of which there are three very relevant for SiC:
- Innovative Materials for EU
- Raw Materials for the Green and Digital Transition
- Virtual Worlds
The innovative materials and raw materials in the supply chain for values in business and sustainability are addressed in the open webinar, as well as the digital twin for virtual world.

The plan addresses specific issues, such as the balance of research and innovation and the integration of social sciences and humanities.
The plan supports activities with a range of maturity and of technology readiness levels. These range from knowledge-generating and early-stage research to innovation to demonstration and first deployment activities, such as in model regions, living labs and lighthouses. The plan includes to strengthen collaborative research projects with low technology readiness levels and maturity levels.
A key principle is to integrate social sciences and humanities. This will be by specific topics and assessment of their societal impact.
International collaboration
International cooperation is included by promoting responsible internationalisation by preserving openness in international cooperation, based on mutual benefits, and respect of fundamental principles.
The recent years have highlighted the interdependence between R&I ecosystems and countries. International cooperation is essential in areas addressing health, climate change, biodiversity loss, pollution and other environmental challenges, and protection of cultural heritage. That requires solutions to be global.
The international collaboration will have approaches such as:
- funding open to non-EU countries
- international mobility and cooperation in frontier research
- EU participation and leadership in multilateral alliances
The R&I cooperation actions have priority countries and regions for supporting the external policy objectives, including joint research activities to support the implementation of the EU-India Trade and Technology Council.
